Anissia Morel joined the French civil service in 2008 through the ENA. She joined the Conseil d’Etat, France’s Supreme Court for Administrative Affairs, in 2010 and sat in the 5th Chamber for five years, building an extensive experience of judicial review. In parallel, she was regularly consulted as a legal adviser to various government departments, including the Ministry for Foreign Affairs and the Ministry for Culture. In 2012, she coordinated the White Book on Defence and Security. She returned in 2013 to the Conseil d’Etat to participate in its advisory activity, examining draft bills and issuing the Conseil’s Opinions.
In 2015, Anissia was seconded to the UK Foreign Office as Senior Policy Planner covering strategic affairs, Russia, and Eastern Europe. She took up the post of Legal and Political Adviser at the French Embassy to the UK in 2018. In 2022, she served the French Foreign Secretary as UN, G7 and global affairs adviser. In the executive team supporting the Foreign Secretary, her portfolio included France’s engagement in the multilateral system, Official Development Assistance, humanitarian aid, climate and environment.
In 2023, Anissia resumed her position as a Maître des requêtes at the Conseil d’Etat covering constitutional and home affairs.
